The criminal justice system isn’t a justice system at all and the huge gap in punishment for white collar crimes and street crime is no accident. Its a tool designed by the powerful to maintain their power, pure and simple. The ‘law’ comes down harder on lower class members to keep them in line because they are the biggest threat to them. The law occasionally punishes corporate crimes with prison time and it’s usually given great publicity to provide evidence of the ‘fairness’ of the criminal justice system. Most corporate crime doesn’t even reach a courthouse but goes to an agency like the Federal Trade Commission (rich people sympathizing with other rich people basically.) So while Roy Brown here can get 15 years over $100, corporations can steal millions (like Sears, Macy’s and Bloomingdales did in 1997) and no one serves a day in prison. Citigroup stole from the poor in 2004 and once again from the dead in 2008 and was merely fined for a few million (less than what they made off the scandals). That will teach them. Even more outrageously, corporations can purposefully overlook safety measures for the sake of a profit boost, accidentally kill 300 workers, and only receive a small fine and maybe, maybe a few months in a high end luxury prison (cause of a death of a ‘worker’ by willfully violating safety rules is only a misdemeanor). 

Prisoners have been coming in so fast the US cant build prisons fast enough to hold them all and have hired privately run 'for profit' prisons (just another industry at this point). Since the 70s the US population has grown by 50% and the prison population by 823%. About 1 in 135 US citizens are in prison and about (note the bias) 1 in 9 African Americans and 1 in 26 Latinos (Statistical Abstract of the U.S: 2012). We have the highest percentage of prisoners in the world and I promise you it has nothing to do with an overly rambunctious population. The Three-Strikes Law instituted in the 1980s is probably a major cause because anyone convicted of a 3rd felony gets a mandatory sentence even if it wasn’t a violent crime. This could be a crime as simple as stealing a pizza (like a L.A. man got 25 years for), passing a bad check, selling a small bag of weed, or any number of other small non-violent crimes. Its not a justice system, its an industry.
